AI REGS & RISKS: Meta Says 'No' to the EU

On July 18 2025 Meta publicly declined to sign the European Commission's new AI Code of Practice, the voluntary framework meant to prepare providers of frontier models for the EU AI Act. Meta's global‑affairs chief Joel Kaplan called the document "over‑reach" that would "throttle the development and deployment of frontier AI models in Europe." Meta is not alone in its push‑back. Google, Microsoft, Airbus, ASML, and start‑up Mistral AI have all urged Brussels to slow implementation of the Act, warning of legal uncertainty, high compliance costs, and the risk of driving innovation offshore. Top 5 VC Deals of the Week in AI (7/25/25)

This week's venture capital funding is led by two deals out of Europe exceeding the $100 million threshold. The top reported deal, per FinSMEs, came from Stockholm, Sweden-based AI development provider Lovable, which raised a $200 million Series A in part to "expand (its) operations and its development efforts," according to its announcement. Loveable allows non-technical users to write full-stack software using text commands. The next biggest announcement came from the agentic AI space, where U.K.-based Xelix raised a $160 million Series B.
